"Putin was initially considered the anti-corrupt guy when he was elected. He made an example of one of the billionaires - he put this guy in jail for 14 years. In Russia, they put you in these cages where people can take pictures - it's like a mugshot but literally a cage that sits on you. This guy was worth about $15 billion at the time, and Putin arrested him for not paying taxes.
Then Putin goes to the other oligarchs and says 'You want that to happen to you? No? Alright, let's play.' Now many people think Putin is the richest man in the world. He owns one of the most expensive homes in the world - a $1-2 billion house. When the Panama Papers were released, they couldn't find Putin's accounts, but people believe he made an example of this one guy and went to the rest of the oligarchs to establish control over their wealth."
